Ocen Noel was born in 2018. He joined PATH Otino Waa in 2026.

Following a comprehensive assessment conducted after the application process, Ocen Noel was welcomed into Otino Waa Children's Village in January 2026. Noel comes from a household where the father has withdrawn from family responsibilities, leaving the burden of care entirely on the mother. Unfortunately, the mother is currently unemployed and faces serious financial challenges in meeting the family's daily needs. As a result, providing consistent support for Noel's education and general welfare has been difficult. In view of the family's vulnerable situation, the assessment team recommended Noel's placement in the residential program so that he can receive reliable care, guidance, and better access to educational opportunities.
